Vadim Pak

Vadim Pak is a lawyer and political scientist with extensive experience in human rights, international law, and governance. He spent nearly two decades at the European Court of Human Rights, where he worked on a wide range of complex legal issues and institutional matters.

He has also taught comparative human rights to U.S. undergraduate students, focusing on the differences between European and American approaches to rights protection. Vadim currently works at the Council of Europe on the sociotechnical dimensions of artificial intelligence. His focus is on the interaction between AI systems and core democratic values—human rights, democracy, and the rule of law. He recently supported the negotiation of the Council of Europe’s Framework Convention on AI, and contributed to the development of HUDERIA, a practical methodology for assessing and mitigating AI-related risks in the public sector. His work bridges law, policy, and emerging technologies in multilateral settings.
